Teacher Incentive Allotment

According to the Texas Education Agency, the goal of the Teacher Incentive Allotment (HB3) is to provide a realistic pathway to pay outstanding teachers six-figure salaries. As such, it will dramatically improve the recruitment and retention of highly effective teachers and keep them in the classroom at our most challenging campuses.
In addition to helping attract and keep their effective educators in the classroom, public schools implementing these systems would be able to identify their more effective educators and then provide incentives for them to teach at their most challenged campuses, increasing the equitable distribution of effective educators.” (TEA, 2019).
Jacksonville ISD is committed to retaining and recruiting high-quality teachers to ensure the best education for its nearly 4,700 students. The district has a rich history of educational achievements and believes teachers are the core of its educational success.
In Jacksonville, a culture of universal achievement takes place, and we believe each student is capable of meeting academic standards in reading, writing, and math, and that the school has the power to make that opportunity a reality.

Teacher Incentive Allotment FAQ
-
A TIA Designation takes two years. Year one is the data capture year (example: data is captured in 2025-2026). Year two (2026-2027): The data from year one is cleaned up and submitted to Texas Tech for validation in October of 2026. If the district is approved, teachers who receive a designation will be notified in February of 2027 and will receive their TIA payout in July of 2027.

The estimated campus allotments are released annually in late summer/early fall and are subject to change prior to payout based on several factors. JISD does not dictate the estimated allotment.
The most up-to-date information can be found on the TIA website.
-
Changing teaching assignments or subject areas will not affect your current designation or current payout if you still meet the following criteria.
- Must be coded in PEIMS (code 87) and in a campus-level position
- Must teach at least 50% of the instructional day
However, you would not be eligible for future designations if the teaching assignment or subject area is not a TIA eligible position.
If the position does not meet the criteria above, you will no longer receive your payout.
-
Assessments can change if the TIA Committee Stakeholders determine an assessment change is needed. This can not be done for the current data capture, but can be done through the renewal/expansion application that is submitted annually in April. If you have a concern regarding an assessment, please inform your campus principal and campus expansion committee members.
-
To be eligible to be designated for TIA, you must meet the following criteria:
- Must be coded in PEIMS (code 87) and in a campus-level position
- Must be the teacher of record for that subject/content area
- Must have a completed T-TESS observation and summative with no rating less than 3 in the required domains
- Must be currently employed with JISD
- Must teach at least 50% of the instructional day
- Must have a valid and reliable student growth measure
- Must teach the student growth content area with the group of students being evaluated (i.e., not being taught by another professional or teacher)
- Minimum roster of 15 students served
-
You must be employed with JISD in July to receive your designation and payout.
If you have been designated for 2 years in JISD but leave in year 3, your year 3 pay is split amongst other teachers on your campus, and you would receive $0. You would then receive your year 4 and 5 payouts in your new district according to their allotments, not JISD allotments.
-
Payment is paid annually for 5 years and is TRS-eligible. If you move up a level, your 5 years start over. Teachers may recertify in year 4 only at the same or higher designation.
